TARSA REFEREE SUMMARY INSTRUCTIONS

 A TARSA Pass with all player Information and Picture must be presented to Referee. In lieu of individual player passes the team may use an FYSA roster with each players picture on the back side, FYSA pass number and name under the picture and the entire roster laminated. An official FYSA roster printed from the FYSA site must be used and does not require a signature.

FIRST TWO WEEKS OF THE SEASON

An FYSA Roster will be needed from Game 1 on. The Roster must indicate the players names, pass number, and uniform number, Games need to be reported on an acceptable report of game. Player Passes with photos and lamination are required, But  may be waived the first two games only. Keep in mind that any Final Decision regarding the playing of the game is at the Referee Discretion. Any game during the first two weeks which the Referee does not allow to be played because any team does not have the above, will NOT be a Forfeit and is considered a Unilateral Postponement.

After 11/1/08 (2 weeks of play) ALL teams MUST use FYSA state roster and laminated passes/roster (see rules or coach handbook for details) or game will be a forfeit!

 

PRE-GAME  

For the u19 age group the center official must be a minimum of 21 years of age. For the u16 age group the center official must be a minimum of 18 years of age. The Club should follow FSR guidelines for all other age groups.

Teams must provide a copy of their FYSA Roster, player and coach passes (or other approved player/coach pass), and a game report provided by the home team for every game.

Player/Coach Passes:

Teams are to present a laminated player/coach pass which can include a FYSA Permanent, Temporary Pass, or TARSA player/coach pass. They must include signatures, pictures, and be laminated. Coaches may also use a copy of a FYSA roster with the pictures laminated to the back in order of roster number with no signatures required. No person(s) is allowed on the sideline unless listed as a player or coach on the FYSA roster. There will be a two week grace period for teams to laminate the passes.

GAMES  

Played using FYSA Rules as modified.

1. U8 games are played without off sides. All kicks are Indirect.

2. U10 Games - NO off sides will be called but if the referee determines a coach is deliberately playing a player in a 'cherry pick' position to gain advantage, the referee will call unsportsmanlike conduct on the coach- not the player and award an indirect free kick to the other team at the spot where the player was deemed to be 'cherry picking'.

3. Player numbers and max and min are:

 

U9 & U10 - 6 v 6  including a goalkeeper
U11  - 8 v 8  including a goalkeeper

         U12 -  8 v 8 including a goalkeeper beginning 2005 Seasonal year
U13 and above - 11 v 11  including a goalkeeper

4.      Teams are required by TARSA Rules to play down when ahead by 5 or more goals.

5.       U10 and U12 can only have a person play goal keeper for half of the game.

6.      All Players are to play 1/2 of the game. These Rules are not FIFA rules. Please request that they follow them, and if they do not please note on game report.

7.       Water Breaks are allowed at the discretion of the referee per current FYSA water break policy.

8.       Any Coach must substitute a player immediately for one who has just received a yellow card to allow a cooling off period. The opposing coach may substitute an equal number of players to coincide.

9.      7. It is the responsibility of the winning coach to do everything in his/her power to control the goal differential. When the goal differential reaches five goals the coach that is ahead will pull one player from the field. If the score continues to climb the coach is expected to place additional restrictions on the players to control the score of the game. If the losing team begins to diminish the 5 goal differential, the coach that is ahead may make appropriate adjustments. In no cases will this rule require a team to play with less than the minimum number of players required for the age group.  

10.  If the goal differential reaches ten goals in the second half, including the start of the second half, the game will be called and the score at that time will be reported as the final score.

POST GAME

The winning coach is to receive the white copy of the game report and the FYSA rosters collected at pre-game.

The losing coach is to receive the pink copy of the game report.
